Have your Defense Minister justify the atomic bombing of Hiroshima and Nagasaki.
Then lose fifty million pensioner files resulting in seniors all over Japan losing the full benefits they're entitled to.
That ought to do it.

The demographics over here in Japan skew heavily to the elderly. The LDP has ridden out lots of scandals before, but six weeks before a national election if you start telling old people "remember all those years you worked 14-hour days? Remember how we told you we'd pay you a pension you could live on in your old age for the 20 years or more after you retired. Well, someone in accounting screwed up, so you're gonna eating cat food sushi from here on out gramps. So sorry about that, honest" ---Well, you might as well just hand out pitchfork and torches.
